OPERATIONS ORDER 23-1 (“Operation Watchman” ) 
Task Organization: INTERNATIONAL PRAYER ARMY Team. 
TASKFORCE “L.I.F.E.” (Love, Inspiration, Faith, Expectation) 
 
a.General: Increased attacks have utilized “divide and conquer tactics.” These attacks have centered on the church, community, family relationships, schools, finances, and politics. Hundreds of people are on their way to hell because of a lack of situational awareness of the presence of God. The devil has deceived the minds of many and diminished their desire for God, Church, and love for one another. The International Prayer Army has been assigned to confront the enemy and restore the people of God to their rightful place of security and prosperity in Christ Jesus. IPA's major responsibilities include but are not limited to: 
 
(1) Personal mobilization and maintaining a spirit of excellence. 
(2) Pray for the world's nations through prayer conference calls and regional prayer meetings. 
(3) Assist in creating database management of persons ministered to. 
(4) Provide Prayer services for citizens as needed. 
(5) Provide the team with information about special needs. 
(6) Coordinate and support Ministry operations. 
 
b. Enemy Forces (Satanic Forces). 
(1) Weather: Capable of operating in all types of weather conditions, 24 hours a day, 365 days a year. 
(2) Terrain: Capable of operations in all types of terrain, in the air, and on the seas. (3) Identification of enemy forces (composition): The enemy forces are composed of the following: 
 
a. Commander In Chief – Satan 
b. Field Commanders and Special Operations Forces – Fallen angels/demons. c. Troops – The World (unsaved man), Traditional strongholds, Poverty 
 
(4) Location(s): The enemy forces operate anywhere in the world within the spiritual and physical realms. 
(5) Activity: “Prowling around like a roaring lion, seeking someone to devour." (1 Peter 5:8). Conducting spiritual and physical attacks.
(6) Strength and capabilities: 
 
a. Strength: 
(1) The Regulars: Satan and his one-third fallen angels (Rev. 12:4a). 
(2) The Draftees: The World (unsaved man). 
 
b. Capabilities 
(1) Lies (deception and confusion) = Genesis 3:4, I Kings 13:18 
(2) Unrighteousness (wrong thoughts) = II Thessalonians 2:10 
(3) Condemnation (accusation) = Job 4:17-18, Nehemiah 6:6 
(4) Fear (worry, anxiety) = Job 4:14-15 (5) Destruction = John 10:10, I Corinthians 5:5 
(6) Another word (traditions, opinions, doctrines) = Galatians 1:6-8 
(7) Distractions (entertainment, addictions, laziness, economic status) = Judges 14:1-3 
(8) Infirmities (physical terror attacks) = Job 2:7, violence of all kind. 
(9) Weaknesses: This is a “Third World” level army. A large percentage of the draftees are disgruntled, with over half contemplating desertion. The Commander-in-Chief is self-centered and vain to the extent of creating mistrust among his leadership and troops. The morale of this army is low to non-existent. 
(10) Probable course(s) of action. 
 
 a. Strategy of Satan 
(1) The wiles of the Devil. = (Ephesians 6:11). 
(2) Get an advantage of us. = (II Corinthians 2:11). 
(3) To steal, and to kill, and to destroy. = (John 10:10). 
 
b. Three Basic Areas of Attack 
(1) He blinds the minds of unbelievers. = II Corinthians 4:3-4 
(2) He assaults believers to get them to fall from God's grace. = (Ephesians 6:12, Zechariah 3:1, Galatians 3:1-2) 
(3) He tempts men to sin. = (Genesis 3:1-6, I Chronicles 21:1, Matthew 4:1) 
 
c. Friendly Forces 
(1) Weather: Capable of operating in all types of weather conditions, 24 hours a day, 365 days a year. God Controls the weather. 
(2) Terrain: Capable of operations in all types of terrain, in the air, and on the seas. God Designed and controls the terrain. 
(3) Identification of friendly forces (composition). The friendly forces are composed of the following: 
 
a. Commander In Chief – GOD 
b. Field Commanders – Holy Ghost & Dr. Ronald L. Hamm 
c. Special Operations Forces – Heavenly Angels 
d. Christian Soldiers – IPA Team (Strike Force L.I.F.E.) 
 
(4) Location(s): The friendly forces operate wherever God, through Leaders, sends them within the spiritual and physical realm. 
(5) Activity: To spread the Gospel and let the truth shine, exposing the enemy’s lies. To lead sinful man to salvation through Jesus Christ. (John 3:16, Mat 28:19). To unite in prayer to defeat the enemy.
(6) Strength and capabilities: 
 
               a. Strength 
(1) The Regulars: The Trinity and the two-thirds remaining angels (Rev. 12:4a). 
(2) The Troops: Strike Force L.I.F.E. 
               b. Capabilities
(1) Truth = John 14:6, Gal 2:5 
(2) Righteousness = Rev 2:19 
(3) Gospel of Peace = Eph 2:14-17, Col 1:20 
(4) Faith = James 1:2, 1 Peter 1:7 
(5) Salvation = Mat 7:20,21 
(6) Word of God = John 8:43-45 
(7) Prayer = Luke 22:39-46, Mat 6:5 
(8) Healing = Acts 5:12-16, Acts 28:8 
(7) Weaknesses: The flesh (Mat 25:41), false doctrine (2 Pet 2:1), and legalism (Acts 15:1, Gal 5:1-6). 
(8) Probable course(s) of action: Evangelism (2 Tim 4:5), prayer and witnessing (Mat 24:14, Heb 2:4), binding and losing demonic activity (Matt 18:18). 
 
II. Mission: To attack Satan’s forces unceasingly wherever God sends us, leading others to salvation through our Lord, Jesus Christ, through evangelism and witnessing, and helping achieve the final goal, the establishment of God’s Kingdom, and fight the demonic forces behind terrorist attacks. To saturate the atmosphere with worship and prayer. 
 
III. Execution: Conduct counter-terror strategic Times of Prayer (S.T.O.P.) prayer conference calls by telephone and social media. This will be accomplished by utilizing all available assets and methods to the friendly forces. We are to deprive the enemy forces of any strongholds, disrupt their communications and physiological operations, expose all methods of deception, and neutralize their destructive capabilities. 
 
A. Concept of the Operation: God’s forces will conduct continuing operations against the enemy forces by executing multiple missions throughout the local communities and national and international areas until further notice. This will be accomplished through the Christian soldiers' worldwide missionary missions, local ministries and missions, evangelism teams, and prayer teams. The mission is the salvation of the unsaved and provides spiritual protection through the Lord Jesus Christ. 
 
B. Coordinating Instructions: The following are details for coordination and control: 
1. Order of movement: Build the Prayer Army to 1000 soldiers immediately.
2. Rally points: Atlanta, Georgia (Mat 18:19 & 29) 
3. Actions on enemy contact: 
a. Stand fast (2 Tim 2:15). 
b. Be sober; be vigilant (1 Pet 5:8). 
c. Bind the enemy 
4. Rules of Engagement: Our duty is to attack Satan and his kingdom and tear it down, to defeat him, and to withstand his attacks. 
 
IV. Command & Signal 
A. Command 
1. Location of the higher unit commander: God is in heaven with Jesus at His right hand (Acts 7:55, 1 Pet 3:22). 
2. Location of key personnel: Dr. Hamm will be located at IPA Headquarters or by telephone. Holy Spirit will be with the teams (John 14:16-18). 
 
B. Signal Special communication instructions:
